Neutrals can either be found burrowed or above ground. Burrowed neutrals are invulnerable and only unburrow when a player is nearby. For example, large camps that have 3 strong neutrals and rooftop camps start burrowed, but the small and medium camps around the buildings with two [[Sinner's Sacrifice]]s are unburrowed. Even if two camps are symmetrical, they may not have the same burrowed enemies.
