In general all healing abilities, items, lifesteal & regen (both regular regen and out-of-combat regen) will only heal for 60% of the value that the ability/item/lifesteal/regen displays.
There are a few known and tested exceptions to the 60% rule, but the list is not exhaustive.

For the items and abilities that heal via affecting the "Health Regen" stat of the player (visible on the top of the healthbar) whether they are reduced or not, they will display a reduced "Health Regen" value on the healthbar but NOT on the stats panel that appears on the left side of the screen when holding 'tab'. This may be confusing as sometimes the stats panel has the correct value, and sometimes the healthbar has the correct value.
For example if a Viscous in Street Brawl uses cube on themselves at its base value of 40 Health Regen over 3 seconds, it will heal for ~120 Health. The stats panel will display that your "Health Regen" is 42 (Base value of 2 + 40 from The Cube) whereas the healthbar will display 25.2 - in this case the stats panel was displaying the ''more'' correct value.
In another example a Victor with 119 Spirit Power will have a base "Health Regen" value of 11 which will also display on the stats panel, however the healthbar will display 6.6 which is the actual amount of base regen that Victor is regenerating.
