The leader of the Mendoza Syndicate, Mendoza was a crime lord who was forced out of Spanish Harlem by Ivy's vigilante justice. 

While Mendoza has not yet made an appearance in-game, several characters give impressions as to what Mendoza is like. It's suggested that Ivy may be worried that Mendoza would seek revenge against her by going after her family. In [[Ivy's visual novel/Transcription#4e - Helping Hand|Chapter 4e]], Ivy and Lash fight some goons sent by Mendoza to beat up Lash, to which Ivy asks Lash if he can take her to Mendoza himself.<ref name=":3" />
