Citadel, or project8, was an early development version of Deadlock. Many of Deadlock's game files are still named after Citadel.

Citadel was reworked into Neon Prime at some point between 2019 and 2020.

The digital book The Final Hours of Half-Life Alyx (2020) mentioned "a top-secret new project that another small team at Valve has been working on since the first part of 2018".[1]

References to Citadel in other Valve games were first discovered by dataminers in 2019.[2] It was speculated to be a multiplayer team-based shooter set in the Half-Life universe, named after the Combine Citadel from Half-Life 2. It was also speculated to feature asymmetrical VR-desktop gameplay.[3]

Yoshi shared gameplay footage of an early Citadel prototype build that used Half-Life: Alyx and Left 4 Dead 2 assets.[4]
