A secretive "Black Box" United States government organization, the Occult Security and Investigation Commission (OSIC, for short) specializes in keeping the country safe from sinister and supernatural forces.
Summary
The OSIC has warned New York citizens to stay indoors for the duration of the Maelstrom.[1] 
Haze says they might open a permanent office in New York after the ritual is over.[2]
Marlowe is an Agent for the OSIC. He will appear in 
Holliday's visual novel. Haze tells 
Dynamo that Marlowe has made an offer for Dynamo to join them.[3] Dynamo carries in his bag a letter from the OSIC addressed to him.
They have files covering many notable persons, including Holliday.[4]
Seven was captured by the OSIC and sent to Lost Whisper. After escaping his execution, he's hiding from them in New York's subway tunnels.[5]

The Sandman Division has released a holiday calendar to "soften their image", but it only made them seem "more terrifying".[11]
