Lady Geist's 
Soul Exchange does not trigger Lightning Scroll, but she can still buy it.- While
Silver is transformed, any ability or attack that hits an enemy will trigger Lightning Scroll. 
Vindicta's 
Assassinate triggers Lightning Scroll independently for every shot, as each charge is considered a separate ultimate. This including shots on the same target.
Venator's 
Ira Domini functions similarly to Assassinate, but all three bolts are considered the same ultimate. Thus, it can only apply Lightning Scroll on separate targets.
