The Soul Urn is property, or rather a "worker", of the Municipal Coven.
During the festive season, the Municipal Coven were looking for volunteers to spend time with stray familiars in their Soho shelter. [1]

Trapper is a Municipal Coven employee. His duties include building Spirit Urns, luring giant rats, and capturing invasive species from other realms.[2] Staff were given the option to work on Maelstrom day, which Trapper volunteered to do.[3]
