Shelly Fisher, also known as Ms. Shelly or Miss Shelly, is a widowed junk yard attendant. She created Bebop to assist her in her work and as a companion.

She is an elderly black woman with grey hair and glasses.[1]

She is a fan of Jazz, which was the inspiration for the name Bebop.

She has fallen ill and Bebop has turned to pit fighting in order to pay her medication. She doesn't know Bebop is a pit fighter, and he believes she wouldn't approve of his activities.

Her doctor is Johann Geist, Lady Geist's grandson.[2]
