Surge of Power is a Tier 3 Spirit Item. Upon purchasing the item, the player selects an ability to Imbue with permanent Spirit Power; when that ability is activated, the using hero gains bonus Movement Speed and a 20%% Fire Rate bonus for 8s.

It can be purchased from the Shop for  3,200, with its Component, Extra Spirit, making up  800 of the cost.
