Notes

• Witchmail's random mechanic does not target abilities that are not on cooldown. This means that having only one ability on cooldown guarantees that only that ability will get it's cooldown reduced by Witchmail.
• The damage required to trigger Witchmail's passive is pre-mitigated, meaning it's not negatively affected by the player's Damage Resistance.
