Billy is a white hot ball of rage, furious at the very notion of...something. Maybe it’s the cops. Maybe it’s magic regulations. Maybe it’s the service at the gyro place downtown. (Not the good one. The other one.)
Don't ask him how he got the goat head.
Overview
Billy's wish is unknown, although the Patrons imply that Billy wants to change the world due to it being "corrupt and beyond saving".[1][2]
Biography
Billy got his goat head by using eldritch powers/black magic.[3][4] He implies he turned his head into a goat for a specific reason.[5]
Billy enjoys rioting and looting in New York,[6][7] although he thinks he's the only one allowed to start fires in "his" city (he does accept public rioting if the Knickerbockers win the basketball championship).[8] It's implied Billy uses Shadow Weave to escape the police after committing crimes.[9]
Billy used to use Rising Ram in circle pits before being told to stop.[10]
Billy's mother says Billy's head is "good for nothing".[11]
Personality
Billy hates everyone. He especially loathes rich people, such as 
Lady Geist.[12][13] He does, however, compliment his allies when they're doing well.[14]
Billy criticizes a Shakespearean Festival, but considers going once 
Paige points out that people there would view him as "their king."[15]
Information
Despite being an anarchist, Billy still pays his taxes.[16][17]
Billy believes the Baxter Society never killed real monsters and that it was all a publicity stunt.[18] Billy doesn't believe the Adversary exists until he sees it with his own eyes.[19]
Character Relationships
Billy and Vyper are familiar with each other. While on the same team, Billy and Vyper flirt with each other. Vyper asks if she can call Billy "Lash", to which Billy doesn't care.[20]
While Vyper holds Billy in high regard,[21][22] Billy thinks Vyper is a moron.[23][24]
It's implied that Vyper knew Billy from before he got his goat head.[25]

Vindicta calls Billy out for always talking about the world's problems, but doing nothing to change them.[32]- Paige wishes she could give Billy a hug.[33] She tries to connect with Billy by seeing past his "mad at the world" schtick, but is unsuccessful.[34]
Removed Lore
In the files, Billy has meta lines when dying to certain abilities, such as "way to press 4, Haze". These lines are unused.[35]
Before his release as "Billy", Billy was referred to in pings as "Furball" and "goat-headed thing".[36][37] These lines were removed in the Six New Heroes update.
