Billy is a white hot ball of rage, furious at the very notion of...something. Maybe it’s the cops. Maybe it’s magic regulations. Maybe it’s the service at the gyro place downtown. (Not the good one. The other one.)
Don't ask him how he got the goat head.
Overview
Billy's wish is unknown, although the Patrons imply that Billy wants to change the world due to it being "corrupt and beyond saving".[1][2]
Biography
Once human, Billy decided to get into eldritch/black magic to turn his head into a goat's.[3][4] While unknown if he meant to do it, Billy does imply that he got the goat head for a specific reason.[5] It's also implied that the goat head was somewhat recent, as 
Vyper seemed to know Billy from before he got the goat head.[6]
Billy spends his time speaking "truth to power"[7] and fighting against "the Man", which seems to be people with power in the government.[8][9][10][11] Even though Billy screams of the ills of the world and believes it needs to change, he still pays his taxes[12][13] and spends most of his time committing small-time crimes in New York like looting and rioting.[14][15][16] It's implied Billy uses 
Shadow Weave to escape the police after committing crimes.[17]
Billy goes to circle pits and used to use 
Rising Ram in them before being told to stop.[18]
Billy has a mother who says Billy's head is "good for nothing".[19]
Personality
Billy hates everyone. He especially loathes rich people, such as 
Lady Geist.[20][21] He does, however, compliment his allies when they're doing well.[22]
Billy is perpetually angry. Nobody knows why exactly Billy is so mad as Billy doesn't give an exact reason for his anger other than being vaguely mad at the world.[23][24][25] Billy believes that everyone must have something wrong with them,[26] and that most people think that they're better than him.[27][28][29] He often pushes people away when they try to connect with him.[30][31] Most heroes in the ritual believe Billy is an idiot and that he talks too much.[25]
Billy is highly skeptical of anything he hears. He doubts the Patrons will grant his wish,[32] believes the Baxter Society never killed any real monsters and that it was all a publicity stunt,[33] and doesn't believe the Adversary exists until he sees it with his own eyes.[34] While Billy often talks shit about his allies, he backs down when threatened or confronted by facts.[35][36][37]
Billy criticizes a Shakespearean Festival, but considers going once 
Paige points out that people there would view him as "their king".[38]
Character Relationships
Billy and Vyper are familiar with each other. While on the same team, Billy and Vyper flirt with each other. Vyper asks if she can call Billy "Lash", to which Billy doesn't care.[39]
While Vyper holds Billy in high regard,[40][41] Billy thinks Vyper is a moron.[42][43]
It's implied that Vyper knew Billy from before he got his goat head.[6]

Vindicta calls Billy out for always talking about the world's problems, but doing nothing to change them.[7]- Paige wishes she could give Billy a hug.[53] She tries to connect with Billy by seeing past his "mad at the world" schtick, but is unsuccessful.[30]
Rem thinks Billy could "teach him all kinds of fun words",[54] but also thinks that he should wait until he's older to hang out with Billy.[55]
Removed Lore
In the files, Billy has meta lines when dying to certain abilities, such as "way to press 4, Haze". These lines are unused.[56]
Before his release as "Billy", Billy was referred to in pings as "Furball" and "goat-headed thing".[57][58] These lines were removed in the Six New Heroes update.
