Notes

Some abilities count as "action" when they deal damage over time and immediately dismiss the carpet. This happens, for example, with Paige's Bookwyrm and Paradox's Pulse Grenade, but not Infernus' Flame Dash. The exact criteria and abilities affected by this are unknown.
