“You know it's bad when they send a Sandman.— Haze
A secretive "Black Box" United States government organization, the Occult Security and Investigation Commission (OSIC, for short) specializes in keeping the country safe from sinister and supernatural forces.[1]
Summary
The Occult Security and Investigation Commission works hard to ensure supernatural threats that are too big for local law enforcement to handle are taken care of.[1] The OSIC keeps files on many notable persons,[2] and once a threat to national security has been identified, a Sandman is sent to neutralize the threat.[3]
The OSIC has warned New York citizens to stay indoors for the duration of the Maelstrom.[4] Haze has been sent to fight in the ritual by the OSIC, although the details of her mission are currently unknown.[5][6]
The OSIC wants
Calico and
Seven dead.[7][8] They seem to know that Seven is in New York, as Seven is hiding from them in New York's subway tunnels.[9] The OSIC is also keeping an eye on
Wraith and
Yamato,[10][11] although they haven't been considered worth allocating resources to take out yet. Haze mentions that if the Seventh Moon becomes a cartel, then her superiors would likely send her to kill Yamato.[12] The OSIC doesn't seem to be after
Drifter.[13]
The OSIC is implied to be worried about creatures of The Deep.[14] They seem to know about the Adversary and are aware of how dangerous it is.[15] Once the ritual is over, Haze wants
Viscous to tell her everything about the Adversary so the OSIC can prepare in case any more creatures like it come through The Deep's Astral Gate.[16]
The OSIC's main office is not local to New York. Instead, they've set up a temporary base of operations in the area, although Haze believes that the OSIC will open a permanent office after the ritual due to all the activity going on in the area.[17]
Haze acknowledges that the OSIC is flawed and that they don't have enough people "who care what doors are getting kicked down".[18][19] That said, she is still loyal to her job and believes that the ends justify the means.[20] Haze works for the OSIC because she "loves her country".[21]
Lady Geist is worried she will be sent to an OSIC oubliette if she caters to Oathkeeper's demands.[22] Haze warns her that the OSIC will have to intervene if "the Oathkeeper issue isn't resolved".[23]
The OSIC is interested in Kelvin's condition as a revenant.[24] They also show some interest in
Celeste being a unicorn.[25]
The OSIC has released a report about hexes.[26]
The OSIC limits expeditions to the North Pole.[27]
Members
Haze - OSIC agent in the Sandman Division- Marlowe - OSIC agent
Agent Marlowe
Marlowe is an agent for the OSIC. While his exact role in the organization is unknown, he's noted as someone who "spins stories" and seems to be one of Haze's superiors.[28][29]
Haze mentions that Marlowe made "a good offer" to
Dynamo. While the details of the offer are unclear, Dynamo refuses it, although Marlowe told Haze that the offer still stands in case Dynamo changes his mind.[30] Dynamo carries a letter from the OSIC addressed to him in his bag.
Venator is a friend of Marlowe and calls him a "bastard".[28]
Haze believes Marlowe would want to know about
The Doorman's involvement in the ritual.[31]
Marlowe makes an appearance in
Holliday's visual novel, where he tells Holliday and Captain Murphy that the OSIC is taking over the investigation into the Troubadour. He asks Holliday to either help him or get out of his way.[32] While his role in the story past chapter 2 is unclear, Holliday's conversations with Seven imply that his goal was to hire the Troubadour.[33]
Divisions
The OSIC has multiple divisions. Known divisions include:
- The Sandman Division
- The Curator Division
- The Medium Division
Sandman Division
A division specialized in infiltrating dreams. Haze is a notable member of this division; seeking out the dreams of "persons of interest" to investigate them. If necessary, members of the Sandman Division have clearance to "eliminate" significant detected threats.[1]
The OSIC's Sandmen rarely work together.[34] It's unknown how many Sandmen there are, but Haze says that there's enough of them to call themselves a division.[35]
The OSIC has not confirmed or denied the existence of the Sandman Division.[36]
The Sandman Division has released a holiday calendar to "soften their image", but it only made them seem "more terrifying".[37]
Curator Division
The Curator Division deals with magical objects like
Pocket's case or
Graves' lich hand.[38][39] According to Haze, "Curators care about things and Sandmen care about people".[3]
Haze believes Paige would be a good Curator.[40] Paradox wants Haze to put in a good word with the Curator Division for her.[41]
Medium Division
Not much is known about the Medium Division. Haze recommends a job as an OSIC medium to Graves, asking her to consider the offer and call her if she's interested.[42]
Trivia

- The initialism OSIC is pronounced "oh-ess-i-see".
- Haze's background compares the OSIC to the CIA, which was founded in 1947 in the real world. The CIA is also mentioned in Wrecker's background.
- In an older work-in-progress version of the Hideout map, a door labeled "O.S.I.C. Restricted Area" could be found.
- A removed Dynamo voiceline suggested that Sandmen were considered a conspiracy theory.[43]
