Billy is a Hero in Deadlock. A white hot ball of rage, furious at the very notion of... something. Billy is a chaotic front-liner who never backs down from a challenge. With Rising Ram he gets up close and personal, before slamming down with Bashdown to create shockwaves through his enemies. Running isn't even an option when Billy can use his ultimate Chain Gang to grapple enemies and pull them back in. A quick swig from his bottle gets him Blasted, and his enemies totally wrecked.
Billy has a passive that alters his light melee attacks. He can use light melees faster than other heroes, gets slowed less when using light melees, and his reload is not interrupted by light melees.
Additionally, he can restore ammo when hitting melees once he unlocks his Blasted ability, as detailed below.

Hitting a heavy melee fully reloads Billy's ammo. Hitting a light melee reloads 35% of ammo, or reduces the reload time by 35% if depleted.
Bashdown procs the melee effects for Blasted.
If the player reaches a certain threshold of Blasted stacks by landing multiple melee hits in a short time (10-15s), the Blasted duration will start going down even if the player keeps landing melee hits. However, Blasted can be sustained indefinitely by spacing out melee hits before hitting the max stacks threshold.

Billy got his goat head by using eldritch powers/black magic.[4][5] He implies he turned his head into a goat for a specific reason.[6]
Billy criticizes a Shakespearean Festival, but considers going once Paige points out that people there would view him as "their king."[7]
Billy enjoys rioting and looting in New York,[8][9] although he thinks he's the only one allowed to start fires in "his" city (he does accept public rioting if the Knickerbockers win the basketball championship).[10]
Billy used to use Rising Ram in circle pits before being told to stop.[11] It's implied Billy uses Shadow Weave to escape the police after committing crimes.[12]
Despite being an anarchist, Billy still pays his taxes.[13][14]
Billy believes the Baxter Society never killed real monsters and that it was all a publicity stunt.[15] Billy doesn't believe the Adversary exists until he sees it with his own eyes.[16]

Billy hates everyone. He especially loathes rich people, such as Lady Geist.[17][18] He does, however, compliment his allies when they're doing well.[19]
Billy and Vyper flirt with each other.[20] While Vyper holds Billy in high regard,[21][22] Billy thinks Vyper is a moron.[23][24]
Billy thinks Lash is "chiseled like a Greek God" and has a "sexy mustache".[25]
Billy believes Carlos Arroyo used Ivy to increase the property value of Spanish Harlem and to secure his spot as New York's mayor.[26]
Billy thinks Bebop living in a scrapyard is "kinda cool".[27]
Lady Geist exclusively refers to Billy as "William". She never calls him Billy.
The Doorman tells Billy that he's "terribly uninteresting"[28] and "dreadfully boring".[29]

Billy's weapon name, Biquette, means "young female goat" in French. It is a reference to "Biquette the punk rock goat", who went viral on the internet for hanging around punk rock and metal concerts.
Billy has unused "bespoke" voicelines that make meta references to the game, such as the popular meleeAbrams build,[34] calling McGinnis' turrets "aimbots",[35] and calling out Haze for "pressing 4".[36]
Billy makes a reference to the Rejuvenator rework, saying that "it used to go out to everybody until the Man decided it was too good".[37]
Billy was one of the heroes in a private build who was accidentally leaked on stream in May 2025. Being early in development, he was using Shiv's model as a placeholder.[38] Billy's work-in-progress portrait was later leaked by an anonymous Discord user in July 2025.
"Ranting in the Hideout" is displayed as one's status in the in-game Friends List when playing as Billy in the Hideout.
One of Billy's in-game hero select screen labels is G.O.A.T., a common acronym standing for "greatest of all time".
Wrecked was originally called 'Pissed', remnants of this can still be seen while hovering over the icon next to the healthbar while Billy is Blasted.
Due to always carrying his bat in his left hand, Billy has a unique reloading animation where he will eat his weapon's magazine before loading a new one that he pulls out from his jacket.
This animation is also likely a reference to the popular myth that goats can consume and digest any material, including inedible ones.
Billy possesses a full set of teeth at the front of his mouth. This is unlike real goats, who lack an upper set and instead have a hard dental pad.
